I congratulate the new authorities on their appointment. The establishment of this new government is a step towards a return to the rule of law. The lifting of ECOWAS sanctions which were suffocating the Malian people and which laid bare our weak resistance and resilience to crises is a testimony to this progress.
Good governance requires the ability, without pressure, to comply with the texts in force.
I noted with regret that the decree of appointment of the new government violated the law on gender (Law 052) with a quota of 16% of women ministers for 84% of men. I think we could have done much better. It is a pity to note that in Mali, and after all these years of struggle for equality and equity between men and women, our authorities are struggling to show the way by deeds by taking courageous decisions.
According to the African Youth Charter, “young” means anyone between the ages of 15 and 35. In this sense, we must also note the virtual absence of young people in this government.
The inclusive character of the new government is also undermined by the de facto division of the M5-RFP. According to communiqué number 09 of its strategic committee and relating to the formation of the transitional government, the M5-RFP “has no representative in this government, no member of which can claim to be part of it or claim to act in its name”. One can legitimately wonder what were the criteria that made it possible to choose the so-called representatives of the M5-RFP. Why do the others say that those who are there do not represent them? Is this « consummated divorce » between part of the M5-RFP and the new leaders of the transition not going to be an obstacle for the conduct of business?
Leaders must make the most courageous and informed decisions possible regardless of the pressure or the situation.
I hope that the National Council of the Transition will be put in place in an informed and rigorous manner.
The transition charter seems to me to be an ambitious project, I hope that the new leaders will know how to carry it out wisely to ensure the essentials and bring us back to safety.
